In the early years of Christian development, the Roman empire had experienced years and years of military conquest and expansionist policies, the Roman empire had many types of religions within the empire's vast global territory which is similar to the United States today. Following Emperor Garerius, Emperor Constantine would become a christian and legalize Christianity with the edict of Milan in 313, and Christianity would be co-opted by the Roman Empire in 380 AD by the Edict of Thessalonica which made Nicene Christianity the state church of the Roman Empire. However, as to be expected a group of outsiders did not accept Nicene Christianity and practiced what was to be known as Arian Christianity. It was a Greek/Germanic thing. The point is everybody wasn't on board with state run religion as far back as the fourth century Anno Domini(AD).
